Prime Minister virtually participates in 21st Meeting of the Council of Heads of State of the SCO

  • The 21st meeting of the SCO Council of Heads of State was held on 17 September 2021 in Dushanbe in hybrid format.  
  • The meeting was chaired by H.E. Emomali Rahmon, the President of Tajikistan.
  • 2021 is the year of the 30th anniversary of Tajikistan's independence.
  • Three new Dialogue Partners - Saudi Arabia, Egypt and Qatar
  • This year we are also celebrating the 20th anniversary of SCO.
  • Uzbekistan as the next SCO Chairman 

Shri Piyush Goyal addresses the G-33 Virtual Informal Ministerial Meeting

The G-33 Virtual Informal Ministerial Meeting organized by Indonesia, to discuss the Agricultural Priority Issues of G33 and the Way Forward for the Twelfth Ministerial Conference (MC-12) scheduled to be held from 30th November to 3rd December 2021.

The Informal Ministerial Meeting was chaired by the Minister of Trade of the Republic of Indonesia, Mr. Muhammad Lutfi.

Out of a total of 47 G-33 Members, representatives from 21 Member countries, including India, took the floor to make brief intervention.

Shri Goyal highlighted that Agreement on Agriculture at the WTO was riddled with deep imbalances, which favour the developed countries and have tilted the rules against many developing countries and therefore as a first step in agriculture reform, the historical asymmetries and imbalances must be corrected in order to ensure a rule-based, fair and equitable order

About G33 and MC12

  • The G33 (or the Friends of Special Products in agriculture) is a coalition of developing countries, established prior to the 2003 Cancun ministerial conference, that have coordinated during the Doha Round of World Trade Organization negotiations, specifically in regard to agriculture.
  • The 12th Ministerial Conference (MC12) of WTO will take place from 30 November to 3 December 2021 in Geneva, Switzerland will be co-hosted by Kazakhstan as it was previously scheduled in Nur-Sultan but was postponed due to Covid-19.
  • The Ministerial Conference is the top decision making body of the World Trade Organization (WTO). There have been eleven ministerial conferences from 1996 to 2017, usually every two years.

Meghalaya Enterprise Architecture Project (MeghEA)

  • Shri Ashwini Vaishnaw, Union Minister of Electronics & Information Technology and Shri Conrad Kongkal Sangma, jointly launched Meghalaya Enterprise Architecture Project (MeghEA)
  • The MeghEA initiative is spread across 6 pillars i.e.  Governance, Human Resources, Entrepreneurship, Primary Sector, Infrastructure and Environment, and envision to make Meghalaya a high income state by 2030.
  • It is based on the India Enterprise Architecture (IndEA) which was announced in 2018

Major Economies Forum on Energy and Climate (MEF) was organized by United States and Participated by Minister of Bhupendra Yadav

The Minister in his remarks mentioned that though India’s share of world population is 17% but the country’s share in cumulative historical emissions is just 4% and even the current annual emissions are only 5.2% of the global emissions and the per capita emissions are about a third of the global average.

  • The virtual meeting built on the Leaders’ Summit on Climate conducted in April 2021 and was aimed at enabling dialogue and discussion and building consensus before COP26
  • The 26th UN Climate Change Conference will take place in November 2021, at the Scottish Event Campus (SEC) in Glasgow, hosted by the UK in partnership with Italy.

Grant of Rs. 2427 crore released to States for Urban Local Bodies

The Department of Expenditure, Ministry of Finance today released an amount of Rs. 2427 crore to 11 States for the Urban Local Bodies. 

The 15th Finance Commission in its report for the period from 2021-22 to 2025-26 has divided the Urban Local Bodies into two categories: 

  • Million-Plus urban agglomerations/cities (excluding Delhi and Srinagar), and 
  • All other cities and towns with less than one million population(Non-Million Plus cities) and has recommended separate grants for them.

Out of the total grants recommended by the Commission for Non-Million Plus cities, 40% is basic (untied) grant  and the remaining 60% is as tied grant.

The tied grants are meant to ensure availability of additional funds to urban local bodies over and above the funds allocated by the Centre and the State for sanitation and drinking water under various Centrally Sponsored Schemes and provide quality services to citizens.

The States are required to transfer the grants to the ULBs within 10 working days of receipt from the Union Government.  Any delay beyond 10 working days requires the State Governments to release the grants with interest. 

Indian Railways Launches Rail Kaushal Vikas Yojana

  • The training will be provided to 50000 candidates over a period of three years. Initially, the training will be provided to 1000 candidates.
  • Candidates who are 10th passed and between 18-35 years shall be eligible to apply.
  • The program curriculum has been developed by Banaras Locomotive Works, the nodal PU for this scheme

TRIFED enters into an MoU with Foundation for Innovation and Technology Transfer (FIIT) of IIT-Delhi and M/s Rusicaa Beverages to commercialize Mahua Nutra Beverage in the State of Jharkhand.

  • Mahua nutra beverage is a value added product made out of Mahua flowers in the state
  • Trifed in association with Foundation for Innovation And Technology Transfer (FIIT) has developed this value added product Mahua Nutra.
