Steps taken by the Government to ensure no loss of education during Covid
Education is in the concurrent list of the Constitution and majority of the schools are under the domain of respective State and UT Governments. However, to ensure that every student gets continued access to education, a multi-pronged approach has been adopted
A comprehensive initiative called PM e-VIDYA has been initiated as part of Atma Nirbhar Bharat Abhiyan on 17th May, 2020, which unifies all efforts related to digital/online/on-air education to enable multi-mode access to education. The initiative includes:
- DIKSHA (one nation, one digital platform) is the nation’s digital infrastructure for providing quality e-content for school education in states/UTs and QR coded Energized Textbooks for all grades are available on it. 35 of the 36 states and UTs have on boarded on DIKSHA platform and contextualized the content as per the local need.
- One earmarked Swayam Prabha TV channel per class from Class 1 to 12 (one class, one channel).
- Extensive use of Radio, Community radio and CBSE Podcast- Shiksha Vani.
- Special e-content for visually and hearing impaired developed on Digitally Accessible Information System (DAISY) and in sign language on NIOS website/ YouTube.
Besides, the Ministry has undertaken a proactive initiative, named, ‘MANODARPAN’ covering a wide range of activities to provide psychosocial support to students, teachers and families for Mental Health and Emotional Wellbeing during the COVID outbreak and beyond.
The details of the major schemes to promote education in the country implemented by the Government of India are as follows:
Samagra Shiksha: The Government of India launched Samagra Shiksha-an Integrated Scheme for school education, w.e.f 2018-19, as an overarching programme for the school education sector extending from pre-school to class XII, which aims to ensure inclusive and equitable quality education at all levels of school education, across the country including the rural areas. The scheme has now been aligned to NEP, 2020 recommendations and extended till 2025-26
Mid-Day-Meal (MDM): Mid-Day Meal Scheme (MDMS) is an on-going Centrally-Sponsored Scheme which provides nutritional supplement to all school children studying in Classes I-VIII of Government, Government-Aided schools, Special Training Centres including Madarsas and Maqtabs.
Padhna Likhna Abhiyan: A centrally sponsored scheme of Adult Education namely, “Padhna Likhna Abhiyan (PLA)” was implemented during 2020-21 with a physical target of imparting functional literacy to 57 lakh adult illiterates in the age group of 15 and above under basic literacy programme. The scheme was extended upto 31.07.2021.
Rashtriya Uchchatar Shiksha Abhiyan (RUSA): Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a Centrally Sponsored Scheme (CSS) is an overarching scheme, operating in mission mode for funding the State Government Universities and colleges to achieve the aims of equity, access and excellence.The funding to states being made on the basis of criti
23.88 crore cumulative enrolments in Pradhan Mantri Suraksha Bima Yojana since its launch
Pradhan Mantri Suraksha Bima Yojana (PMSBY) was launched on 9th May, 2015 with a view to enhance the level of insurance penetration in the country and to provide insurance cover to common people, especially poor and the under-privileged sections of the society
- The Minister stated that the enrolments under PMSBY have gradually increased since its launch with cumulative enrolments of 23.88 crore upto 21st July, 2021.
Digital payments surge from 1459.02 crore in FY 2017-18 to 4371.18 crore in FY 2020-21
Giving more details as per weekly statistical supplement of Reserve Bank of India (RBI), the Minister stated that the Notes in Circulation (NIC) were Rs 17,74,187 crore as on 4th November, 2016 and Rs 27,80,045 crore as on 29th January, 2021.
- On digital payment ecosystem, the Minister stated that the total volumes of digital payments have also increased from 1459.02 crore in FY 2017-18 to 4371.18 crore in FY 2020-21 due to sustained efforts towards digitalization.
Rs 99,756 crore disputed tax amount settled under Vivad Se Vishwas scheme
The scheme ‘Vivad Se Vishwas’ is a voluntary scheme for resolving pending direct tax disputes amicably with the taxpayers and no targets were fixed by the Government under the Scheme. This was stated by Union Minister of State for Finance Shri Pankaj Chaudhary in a written reply to a question in Lok Sabha today.
India to host the first Internet Governance Forum in the country
- The theme of this year's meeting is Inclusive Internet for Digital India.
- With today’s announcement, the Indian chapter of the United Nations based forum namely Internet Governance Forum has begun
- Multi Stakeholder concept is well adopted by IGF (Internet Governance Forum) under United Nations and by Internet Corporation for Assigned Names and Numbers (ICANN).
Contribution of MSMEs to GDP
As per the information received from Central Statistics Office, Ministry of Statistics & PI, Share of MSME Gross Value Added (GVA) in All India Gross Domestic Product at current prices (2011-12) for the year 2018-19 and 2019-20 were 30.5% and 30.0% respectively.
- The share of the MSME manufacturing in All India manufacturing gross value output during the year 2018-19 and 2019-20 were 36.9% and 36.9% respectively.
- Further, as per the information received from Directorate General of Commercial Intelligence and Statistics, the share of export of specified MSME related products to All India exports during 2019-20 and 2020-21 was 49.8% and 49.5% respectively.
- As per 73rd Round of NSS Report on Unincorporated Non-Agricultural Enterprises' (July 2015- June 2016) conducted by Ministry of Statistics & PI, estimated number of workers in MSME sector was 11.10 crore.
Under the Prime Minister’s Employment Generation Programme (PMEGP), the estimated employment generated (number of persons) in micro enterprises during the year 2020-21 and 2021-22 (as on 01.07.2021) are 5.95 lakh and 1.19 lakh respectively.
‘Seekho Aur Kamao’ Scheme
Seekho Aur Kamao is a skill development scheme for youth of 14 - 35 years age group and aiming at providing employment and employment opportunities, improving the employability of existing workers, school dropouts etc
- In the last 7 years appx. 3.92 lakh persons have been benefitted under this employment oriented scheme.
- The scheme ensures 75% placement, out of which 50% should be in organized sector.
- Post placement support of Rs. 2000/- per month is provided to placed trainees for two months as placement assistance.
