PM congratulates Himachal Pradesh C M for securing first place in country by administering second dose of Covid vaccine

  • The Prime Minister, Shri Narendra Modi has congratulated the Chief Minister of Himachal Pradesh for securing first place in the country by administering the second dose of Covid vaccine to the targeted eligible citizens in Himachal Pradesh.

NMPB and CSIR-CIMAP Lucknow Signed MoU to promote the production of Medicinal Plants

  • The National Medicinal Plants Board (NMPB) and the Council of Scientific and Industrial Research-Central Institute of Medicinal and Aromatic Plants, (CSIR-CIMAP), Lucknow signed an MoU today for extending joint collaborative efforts to promote the production of quality planting material (QPM) of medicinal plants.

Share of women Pilots in India is 15% which is significantly higher than the international average of 5%

  • Out of 17,726 registered pilots in India 2,764 pilots are women
  • The Rajiv Gandhi National Aviation University (RGNAU), established under the RGNAU Act, 2013 at Amethi (Uttar Pradesh), is the only aviation university in India. It operates under the administrative control of the Ministry of Civil Aviation.

For harnessing agricultural and food products exports potential from eastern Uttar Pradesh, APEDA organized ‘Agri-export conference cum Buyer Seller Meet’ at Mirzapur

  • Smt. Patel said that the country has set a $400 billion target for merchandise exports for 2021-22 and $262 billion of exports has already been achieved during April-November 2021-22 period.
  • She said that a record export target of $43 billion has been set for agricultural products in 2021-22 and because of efforts by APEDA and farmers, this target would be achieved in the current fiscal.

KVIC Rolls Out Project RE-HAB in Assam to Prevent Elephant – Human Conflicts Using Tiny Bees

  • Buoyed by the success of its innovative Project RE-HAB (Reducing Elephant-Human Attacks using Bees) in Karnataka, Khadi and Village Industries Commission (KVIC) has now replicated the project in Assam.
  • Under Project RE-HAB, “Bee-fences” are created by setting up bee boxes in the passage ways of elephants to block their entrance to human territories.
  • Project RE-HAB was launched at 11 locations in Kodagu district of Karnataka on 15th March 2021. In just 6 months, this project has reduced elephant attacks by over 70%.
  • Notably, Project RE-HAB is a sub-mission of KVIC’s National Honey Mission. While the Honey Mission is a programme to increase the bee population, honey production and beekeepers’ income by setting up apiaries, Project RE-HAB uses bee boxes as a fence to prevent the elephant attacks.

India’s exports of agricultural and processed food products witness an increase of more than 13 per cent in the first eight months of current fiscal

  • The export of products under the Agricultural and Processed Food Products Export Development Authority (APEDA) ambit increased from USD 11,671 million in April-November 2020-21 to USD 13,261 million in April-November 2021-22.
  • The target for exports under APEDA basket products has been fixed at USD 23,713 million in 2021-22.
  • The export of rice was the top forex earner at USD 5937 million during April-November 2021-22, growing 11 per cent over the corresponding period in 2020-21 when it touched USD 5,341 million.
  • Meat, dairy and poultry products exports grew 12 per cent standing at USD 2665 million in April-November 2021-22 compared to USD 2371 million in the corresponding eight-month period of 2020-21

Benefits to Tribal Under National Education Policy, 2020

  • NEP 2020 aims to ensure inclusive and equitable quality education at all levels of school education and higher education including access to education.
  • It proposes special emphasis to be given on Socially and Economically Disadvantaged Groups (SEDGs).
  • Department of School Education and Literacy (DoSEL), Ministry of Education is implementing Samagra Shiksha scheme, effective from 2018-19. Bridging gender and social category gaps at all levels of school education is one of the major objectives of the scheme. The  Scheme reaches  out  to  girls,  and  children  belonging  to  SC,  ST,  Minority  communities  and transgender.
  • The Scheme also focuses on the identified Special Focus Districts (SFDs) on the basis of adverse performance on various indicators of enrolment, retention, and gender parity, as well as concentration of SC, ST and minority communities.
  • Under Samagra Shiksha, there is a provision of Kasturba Gandhi Balika Vidyalayas (KGBVs). KGBVs are residential schools from class VI to XII for girls belonging to disadvantaged groups such as SC, ST, OBC, Minority and Below Poverty Line (BPL). 
  • Netaji Subhash Chandra Bose (NSCB) Awasiya Vidyalayas and Hostels under Samagra Shiksha are support for reaching out to children in sparsely populated, or hilly and densely forested areas with difficult geographical terrain and border areas where opening a new primary or upper primary school and Secondary/Senior Secondary schools may not be viable
  • 15%  seats  for  Scheduled  Caste  and  7.5%  seats for  Scheduled  Tribes  are  reserved  in  all  fresh admissions  in  all  Kendriya  Vidyalayas
  • The Central Sector Scheme ‘National Means-cum-Merit Scholarship Scheme’ has objective to award scholarships to meritorious students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue the study at secondary stage.

Centrally Sponsored Educational Schemes for improvement of Higher Education in India

  • Education being in the concurrent list, creation of new institutions is the responsibility of both Central and State Government.
  • However, recognizing the need for central support by strategically funding the State Higher Educational Institutions, a Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is being implemented by Ministry of Education with the aim of promoting access, equity and quality.
  • In order to be eligible for funding under RUSA, States have to fulfil certain prerequisites, which include the academic, administrative and governance reforms
  • The scheme aims to improve the quality of State Universities and colleges and enhance their existing capacities so that they become dynamic, demand-driven, quality conscious, efficient and forward looking and responsive to rapid economic and technological developments occurring at the local, State, national and international levels.
  • Under RUSA, State Higher Educational Institutions are supported under various components such as creation of Universities by way of up-gradation of existing autonomous colleges, creation of Universities by conversion of colleges in a cluster, Infrastructure Grants to Universities, Infrastructure Grants to Colleges, upgradation of existing degree colleges into Model Degree colleges, etc.  State-wise/Year -wise targets are not fixed under the Scheme.

Scheme for Trans-disciplinary Research for India’s Developing Economy

  • The University Grants Commission (UGC) has launched the Scheme for Trans-disciplinary Research for India’s Developing Economy (STRIDE).
  • The UGC has informed that the First component of the STRIDE Scheme provides for research capacity building
  • It aims to identify young talent and providing research capacity building in diverse disciplines by mentoring, nurturing and supporting young talents to innovate solutions for local, regional, national and global problems.
  • Under this component, the funds are provided to the Institution for the capacity building of faculty and students. 
  • STRIDE Scheme will strengthen research culture and innovation in colleges and universities and help students to contribute towards India's developing economy with the help of collaborative research.
  • The UGC has further informed that the duration of the Component-1 is for 03 years and the Selected Institutions will submit a Report after completion of the period of three years.

New Irrigation Techniques Launched by Government

Water resources projects are planned, funded, executed, and maintained by the State Governments themselves as per their own resources and priorities. Role of Government of India is limited to providing technical support and, in some cases, partial financial assistance under the existing schemes.

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.

It is an umbrella scheme, consisting of two major components being implemented by this Ministry, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components, being Command Area Development & Water Management (CAD&WM), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development component.

  • In addition, PMKSY also consists of two components being implemented by other Ministries. Per Drop More Crop (PDMC) component is being implemented by Department of Agriculture, and Farmers Welfare. Further, Watershed Development Component (WDC) of PMKSY is being implemented by Department of Land Resources, Ministry of Rural Development.
  • Further, while minimum 10% micro-irrigation is mandatorily required for command area development works being funded by this Ministry. In this regard, liberal central assistance has been provisioned for projects adopting micro irrigation, either through SCADA or otherwise.

Naquim Programme

  • National Aquifer Mapping and Management Programme (NAQUIM) is being implemented as a part of the Ground Water Management and Regulation scheme with the objectives to delineate and characterize the aquifers and develop plans for ground water management.
  • Out of about 32  lakh Sq Km area of the country, a mappable area of around 25.00 lakh Sq Km has been identified by the Central Ground Water Board (CGWB) to be covered under this programme, out of which around 18.00 Lakh Sq Km of area has already been covered.

More than 1.2 crore benefited under Pradhan Mantri Rojgar Protsahan Yojana

  • Government is implementing Pradhan Mantri Rojgar Protsahan Yojana (PMRPY) since 2016 with the objective to incentivize employers for creation of new employment and also aimed to bring informal workers to the formal workforce.
  • Under the scheme, Government of India is paying Employer’s contribution i.e. 12% for a period of three years to the new employees earning wages less than or equal to  Rs. 15,000/- through EPFO.
  • The terminal date for registration of beneficiary through establishment was 31st March 2019. The beneficiaries registered upto 31st March, 2019 will continue to receive the benefit for 3 years from the date of registration under the scheme i.e. upto 31st March, 2022

AMRUT 2.0 envisages to make cities ‘water secure’ through circular economy of water

The Government has launched Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) scheme on 01 October, 2021 for the period of 05 years i.e. from the financial year 2021-22 to the financial year 2025-26. AMRUT 2.0 is designed to provide universal coverage of water supply to all households through functional taps in all statutory towns and coverage of sewerage/septage management in 500 AMRUT cities

  • Making the cities ‘water secure’ and thereby enhancing ease of living of citizens is major objective of the Mission.
  • AMRUT 2.0 will promote circular economy of water through development of city water balance plan for each city focusing on recycle/reuse of treated sewage, rejuvenation of water bodies and water conservation.

The total indicative outlay for AMRUT 2.0 is ₹2,99,000 crore including Central share of ₹76,760 crore for five years. This outlay includes funding of ₹22,000 crore (₹10,000 crore as Central Assistance) for ongoing projects of AMRUT till March 2023.

Other components of AMRUT 2.0 are:

  • Pey Jal Survekshan to ascertain equitable distribution of water, reuse of wastewater, mapping of water bodies and promote healthy competition among the cities /towns.
  • Technology Sub-Mission for water to leverage latest global technologies in the field of water.
  • Information, Education and Communication (IEC) campaign to spread awareness among masses about conservation of water.

MoHUA and UNDP sign MoU for Strengthening Waste Management Sector in India under Swachh Bharat Mission-Urban 2.0

  • The MoU, will be operational for a period of five years (2021-26)
  • Solid waste management has been a key focus of Swachh Bharat Mission-Urban since its launch in 2014. With concerted focus on source segregation and scientific processing of municipal solid waste, the waste processing capacity in India has gone up by nearly 4 times, from 18% in 2014, to 70% on date. 
  • Through this MoU, UNDP India will also be facilitating setting up of 75 Smart Swachhata Kendras across the country, working with local partners and Urban Local Bodies (ULBs)
  • With the vision of making cities ‘Garbage Free’, SBM-U 2.0 is focused on achieving 100% waste processing along with bio-remediation of legacy dumpsites, construction and demolition waste and plastic waste management. 
  • The collaboration between MoHUA and UNDP India is another step towards realizing the vision of ‘Clean Air, Clean Water, Clean Land’ in urban India through a circular economy approach based on the 3R (reduce, reuse, recycle) principle.

Scholarship Scheme for Minority Communities

  • The Ministry of Minority Affairs implements three Scholarships Schemes viz; Pre-Matric, Post Matric and Merit-cum-Means based Scholarship Schemes for the educational empowerment of students belonging to economically weaker section of the six notified minority communities i.e. Buddhist, Christian, Jain, Muslim, Parsi and Sikh in all States/UTs across the country.
  • The Maulana Azad Education Foundation (MAEF) under the Ministry of Minority Affairs also implements the Begum Hazrat Mahal National Scholarship Scheme (BHMNS) for meritorious girl students belonging to the six notified minority communities.

Skill Development Training under Scheme for SDM

The Ministry of Minority Affairs undertakes several schemes for upliftment of welfare and socio-economic empowerment of the six (6) notified minority communities namely Muslims, Sikhs, Buddhists, Christians, Jains and Parsis through its education empowerment schemes, skill development schemes and infrastructure development schemes.

A brief of the skill development schemes implemented by the Ministry is given below.

‘Seekho Aur Kamao’ (Learn and Earn) or the SAK scheme or the SAK scheme a placement-linked skill development scheme for minorities.   

  • SAK scheme aims to upgrade the skills of minority youth (in the age group of 14-45 years) in various modern/ traditional skills depending upon their qualification, present economic trends, and market potential, that can earn them suitable employment or make them suitably skilled to take up self-employment. 
  • The scheme targets to earmark 33% of the total allocation for female beneficiaries.

‘Nai Manzil’ scheme launched in 2015, aims to engage with poor minority youth and help them obtain sustainable and gainful employment opportunities that can facilitate them to be integrated with mainstream economic activities. It targets to mobilise youth from minority communities who are school dropouts and provide them with formal education and certification up to level 8th or 10th through National Institute of Open Schooling (NIOS) or other State open schooling systems. 

  • As part of the programme, it also intends to provide integrated skill training to the youth in market driven skills and further provide placements to at least 70% of the trained youth in jobs which would earn them basic minimum wages and provide them with other social protection entitlements like Provident Funds, Employee State Insurance (ESI) etc. Skill training is conducted in modern skills.
  • The scheme targets school dropout, minority youth from BPL families in the age group of 17-35 years.  
  • At least 30% of the beneficiary seats are targeted to be earmarked for girl/ women candidates and 5% of the beneficiary seats will be earmarked for persons with disability belonging to minority community.

USTTAD’ scheme (Upgrading the Skills and Training in Traditional Arts/Crafts for Development), launched in 2015 targeting capacity building and upgrading of the traditional skills of master craftsmen/artisans. 

  • The scheme works towards preservation of the rich heritage of the traditional arts and crafts, and targets documentation of the identified traditional arts/crafts of minorities; setting up of standards for traditional skills; training of minority youths in various identified traditional arts/crafts through master craftsmen; and development of national and international market linkages for artisans. 
  • The training component of the scheme was started from 2016-17. 
  • The scheme also organizes ‘Hunar Haat’, that is an effective platform wherein opportunity is given to minority artisans/craftsmen and culinary experts from across the country to showcase and market their finest handicraft and indigenous products. 
  • The Hunar Haats have generated employment and employment opportunities for artisans.

Also, Maulana Azad Education Foundation (MAEF) implements Gharib Nawaz employment Scheme and the National Minorities Development & Finance Corporation (NMDFC) implements Kaushal Se Kushalta Scheme and Mahila Samridhi Yojana.

Aatamanirbhar Skilled Employee-Employer Mapping (ASEEM) Portal

  • Ministry of Skill Development and Entrepreneurship has launched Aatmanirbhar Skilled Employees Employer Mapping (ASEEM) portal, which acts as a directory of skilled workforce.
  • The objective is to provide a platform that matches supply of skilled workforce with the market demand, thereby facilitating better livelihood opportunities for youth and availability of ready skilled manpower to employers
  • ASEEM portal is being managed by National Skill Development Corporation (NSDC) under the aegis of Ministry.

ASEEM as such consists of three IT based AI (artificial intelligence) driven interfaces for stakeholder interactions:

  • A job application for individuals with access to hyper local jobs using machine learning and automated match based on persona.
  • A demand and campaign management system for employers to forecast the current and future demand.
  • A management dashboard for analytics and insights. This could also be used for future decision making.

Steps taken by the Government to promote Women participation in Skill Training Programme

Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) focuses on inclusive skill development, with the objective of increased women participation for better economic productivity. 

  • The Ministry through its various schemes viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), National Apprenticeship Promotion Scheme (NAPS), Jan Shikshan Sansthan (JSS), Craftsmanship Training Scheme (CTS) and Craft Instructor Training Scheme (CITS) provide skill development training to all sections of people including women. In order to increase the participation of woman under PMKVY, conveyance cost and boarding and lodging facilities are being provided.            
  • Government has made a provision of 30% reservation of seats for women candidates all over the country in Industrial Training Institutes (ITIs) and Industrial Training Centers (ITCs) for promoting women participation in skill training encouraging them through enrolling in various Industrial Training Institutes (ITIs) in various trades under Craftsman Training Scheme (CTS) all over the country.
  • The JSS Division, MSDE is administering the Scheme of support to Jan Shikshan Sansthans (NGOs) for Skill Development. The mandate of this scheme is to provide skill training to the non-literate, neo-literates, persons with rudimentary level of education up-to 8th and school dropouts up to 12th standard in the age group of 14-45 years. The priority groups are women, SC, ST, minority and other backward section of the society
