About PM CARES Fund
Keeping in mind the need for having a dedicated fund with the primary objective of dealing with any kind of emergency or distress situation, like posed by the COVID-19 pandemic, and to provide relief to the affected, a public charitable trust under the name of ‘Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund)’ has been set up.
PM CARES Fund has been registered as a Public Charitable Trust. The trust deed of PM CARES Fund has been registered under the Registration Act, 1908 at New Delhi on 27th March, 2020.
Prime Minister is the ex-officio Chairman of the PM CARES Fund and Minister of Defence, Minister of Home Affairs and Minister of Finance, Government of India are ex-officio Trustees of the Fund.
The Chairperson of the Board of Trustees (Prime Minister) shall have the power to nominate three trustees to the Board of Trustees who shall be eminent persons in the field of research, health, science, social work, law, public administration and philanthropy.
The fund consists entirely of voluntary contributions from individuals/organizations and does not get any budgetary support.
Donations to PM CARES Fund would qualify for 80G benefits for 100% exemption under the Income Tax Act, 1961.
Donations to PM CARES Fund will also qualify to be counted as Corporate Social Responsibility (CSR) expenditure under the Companies Act, 2013
PM CARES Fund has also got exemption under the FCRA and a separate account for receiving foreign donations has been opened. This enables PM CARES Fund to accept donations and contributions from individuals and organizations based in foreign countries.
Department of Food and Public Distribution develops an application ecosystem that integrates the procurement portals of all state governments.
In view of the benefit of farmers along with keeping traders and middlemen at bay,the Department of Food and Public Distribution has developed an application ecosystem, which allows the integration of procurement portals of all state governments having Minimum Threshold Parameters (MTPs)for monitoring and strategic decision making.
- The introduction of Minimum Threshold Parameters (MTPs) in procurement operations are necessitated to avoid middlemen in procurement and provide that farmers get the best value for their produce
- This process began with the onset of KMS 2021-22 in October, 2021.
India Joins High Ambition Coalition (HAC) for Nature and People
At a ceremony held between the French and Indian governments on 7th October in New Delhi, India officially joined the High Ambition Coalition for Nature and People, a group of more than 70 countries encouraging the adoption of the global goal to protect 30x30.
India is the first of the BRICS bloc of major emerging economies (Brazil, Russia, India, China and South Africa) to join the HAC.
The High Ambition Coalition (HAC) for Nature and People is an intergovernmental group of 70 countries co-chaired by Costa Rica and France and by the United Kingdom as Ocean co-chair, championing a global deal for nature and people with the central goal of protecting at least 30 percent of world's land and ocean by 2030
- The 30x30 target is a global target which aims to halt the accelerating loss of species, and protect vital ecosystems that are the source of our economic security.
Union Finance Minister Nirmala Sitharaman Announces a new 3 km long four-lane bridge on Brahmaputra River in Kamrup District
- The bridge will be constructed at an estimated total cost of Rs 3094 crores

Concession Agreement Signed for Development of STP in Bhagalpur, Bihar under NMCG
The tripartite Concession Agreement was signed today between National Mission for Clean Ganga (NMCG), Bihar Urban Infrastructure Development Corporation Ltd (BUIDCO) and M/s. Adani Enterprises Limited in JV with Organica Technológiák Zrt., Hungary, for development of Sewage Treatment Plants (STPs) for Bhagalpur on Hybrid Annuity PPP mode.
- The project aims to eliminate flow of untreated sewage from Bhagalpur city into the River Ganga thereby reducing pollution load in the river.
- Bhagalpur is a municipal corporation town situated on the plains of the Ganga River basin at the height of 141 feet above sea level in Bihar, India and is the second largest city after Patna in Bihar.
Government Issues Guidelines For PM Cares For Children Scheme
The Ministry of Women and Child Development has issued the detailed guidelines for PM CARES for Children Scheme. Prime Minister Shri Narendra Modi on 29th May, 2021 had announced comprehensive support for children who have lost both their parents due to COVID 19 pandemic.
The PM CARES for children scheme inter alia provides support to these children through convergent approach, gap funding for ensuring education, health, monthly stipend from the age of 18 years, and lump sum amount of Rs. 10 lakh on attaining 23 years of age.
The eligible children shall be enrolled from 29.05.2021 which is the date of announcement by the Prime Minister to 31.12.2021 to avail benefits of PM CARES for Children Scheme.
The Scheme is expected to continue till the year when every identified beneficiary shall turn 23 years of age.
All children will be enrolled as a beneficiary under Ayushman Bharat Scheme (PM-JAY) with a health insurance cover of Rs. 5 lakhs.
The eligibility criterion for the scheme will cover all children who have lost
- Both parents or
- Surviving parent or
- legal guardian/adoptive parents/single adoptive parent due to COVID 19 pandemic, starting from 11.03.2020 the date on which WHO has declared and characterized COVID-19 as pandemic till 31.12.2021, shall be entitled to benefits under this scheme.
- Child should not have completed 18 years of age on the date of death of parents
