Government sets up National Steering Committee for implementation of the NIPUN Bharat Mission

The Department of School Education and Literacy had launched the National Initiative for Proficiency in Reading with Understanding and Numeracy, NIPUN Bharat Mission on 5th July, 2021 with the aim to achieve the goal of universal proficiency in foundational literacy and numeracy for every child by grade 3, as envisaged by National Education Policy 2020 by 2026-27.

National Steering Committee (NSC) for implementation of the NIPUN Bharat Mission has been constituted on 25th October, 2021 under the chairpersonship of the Union Education Minister, Shri Dharmendra Pradhan and Vice Chairpersonship of Minister of State for Education, Smt. Annpurna Devi.

The following are the roles and responsibilities of the NSC for the NIUPN Bharat Mission:

  • To oversee the progress of National Mission on Foundational Literacy and Numeracy and provide guidance on policy issues.
  • To arrive at the target to be achieved nationally in 2026-27.
  • To disseminate tools for measurement of yearly progress in the form of guidelines.
  • To review programmatic and financial norms periodically to ensure they are synchronised with targets to be achieved.
  • To develop methodology of assessment to analyse the progress and provide feedback to States/UTs.

Union Minister for Education and Skill Development inaugurates phase-II of Mahatma Gandhi National Fellowship

It is a two-year long fellowship conceived to create opportunity for young, dynamic individuals to contribute to enhancing skill development at the grassroots.

Details about the Mahatma Gandhi National Fellowship:

  • To operationalize the mission and strengthen the skill training delivery mechanism in the country, Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP), a World Bank loan assisted program, was launched by the Ministry of Skil Development and Entrepreneurship in January 2018.
  • SANKALP engages with District Skill Committees (DSCs) to effectively reduce the mismatch between the supply and demand of skilled manpower in the country, thereby creating decent opportunities for the youth to work and earn.
  • The MGNF program under SANKALP was designed to provide a cadre of professionals at District level who not only know about governance and public policy in general but vocational education too. 
  • MGNF is a unique blend of academic and work-based training handled at the IIM campus and the districts, respectively
  • MGNF is an opportunity for young women and men in the age group of 21-30 years who already possess some level of academic or professional expertise for providing catalytic support to the district administration to improve the skill development program delivery.

MGNF Phase-I (Pilot): Launched with IIM Bangalore as Academic Partner and 69 are Fellows currently deployed in 69 districts across 6 States.

MGNF Phase-II (National Roll Out): Being launched on 25th October with 661 MGNFs who will be deployed across all districts of the country. 8 more IIMs have been on boarded taking the total to 9 IIMs (IIM Ahmedabad, IIM Bangalore, IIM-Jammu, IIM Kozhikode, IIM Lucknow, IIM Nagpur, IIM Ranchi, IIM-Udaipur and IIM Visakhapatnam)

Union Minister of Power & New and Renewable Energy launches the Green Day Ahead Market (GDAM)

Renewable energy companies have long had a grouse — often, the buyer of their power, usually a State government owned utility, would refuse to buy their electricity, citing grid management issues.

But now, with the launch of G-DAM, or the green-day-ahead-market by the Indian Energy Exchange, renewable energy companies have the option of selling their power on the exchange.

  • Green Day Ahead market (GDAM) is a marketplace for trading renewable power on a day-ahead basis. Sellers and buyers can submit sale or purchase bids during a window each day; the electricity would be delivered the following day.
  • On September 1 last year, IEX, India’s bigger power exchange company, launched the G-TAM product, (green-term ahead market) but that was not for sale or purchase of power the following day.
  • National Load Dispatch Centre (NLDC), POSOCO, as the Nodal Agency, has set up the latest technologies and communication infrastructure for facilitating the Green Day Ahead Market.

Shri Piyush Goyal reviews Open Network for Digital Commerce by DPIIT

  • The department for promotion of industry and internal trade (DPIIT) in the ministry of commerce and industry is building an open network for digital commerce (ONDC), designed to curb digital monopolies and standardize the on-boarding of retailers on e-commerce sites.
  • It  aims to “democratize" digital commerce, moving it away from platform-centric models like Amazon and Flipkart to an open network.
  • A private sector-led non-profit unit will be set up to fast-track its roll-out
  • DPIIT has approved a budget of approximately Rs 10 crores for initial work on the project.

Finance Minister Smt. Nirmala Sitharaman participates in 6th Annual Meeting of Board of Governors of Asian Infrastructure Investment Bank

  • India is a Founding Member and the second largest shareholder in AIIB. India also has one of the largest project portfolios within AIIB. 
  • This year’s Annual Meeting has been jointly organized by AIIB and the Government of United Arab Emirates (Chair Country) on the theme of “Investing Today and Transforming Tomorrow”.

The Government of India and the Asian Development Bank today signed a $4.5 million project readiness financing (PRF) loan to support project preparation and design activities to improve urban mobility in Aizawl, the capital city of the northeastern state of Mizoram.

  • The Asian Development Bank (ADB) and the Government of India today signed a $100 million loan to promote agribusiness network (Maharashtra Agribusiness Network (MAGNET) Project) to boost farm incomes and reduce food losses in the State of Maharashtra.

ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 68 members—49 from the region.

Union Civil Aviation Minister Shri Jyotiraditya Scindia releases Krishi UDAN 2.0

The scheme proposes to facilitating and incentivizing movement of Agri-produce by air transportation.

  • It works on the model of A2A – Agriculture to Aviation.
  • The enhanced version of the Krishi UDAN scheme was formulated with support from AAICLAS - a 100% subsidiary of the Airports Authority of India and Invest India, India’s national Investment Promotion & Facilitation Agency, under the Ministry of Commerce and Industry.

Key Highlights of KRISHI UDAN 2.0:

  • Facilitating and incentivizing movement of Agri-produce by air transportation: Full waiver of Landing, Parking, TNLC and RNFC charges for Indian freighters and P2C at selected Airports of Airport Authority of India. Primarily, focusing on NER, Hilly and tribal regions.
  • Technological convergence: Development of E-KUSHAL (Krishi UDAN for Sustainable Holistic Agri-Logistics). Platform to be developed facilitate in information dissemination to all the stakeholders. Furthermore, integration of E-KUSHAL with National Agriculture Market (e-NAM) is proposed.
  • Total 53 airports are select for the first phase of Krishi UDAN 2.0. – the majority of them are operated by AAI.
  • Facilitating the development of a hub and spoke model and a freight grid (identified locations for cargo terminals)

Shri Hardeep Singh Puri launches the Operational Guidelines for Swachh Bharat Mission – Urban 2.0, and AMRUT 2.0

SBM-U 2.0 has been designed to realize the aspiration of making all our cities ‘Garbage Free’ and ‘Water Secure’

  • The Mission will also focus on source segregation of solid waste, utilizing the principles of 3Rs (reduce, reuse, recycle)
  • The Mission has prioritized the needs of women, transgender communities, and persons with disabilities (Divyangs).

AMRUT 2.0 targets providing household water tap connections in 4,700 statutory towns and household coverage of sewerage/ septage services in 500 AMRUT cities. 

  • Under AMRUT 2.0, cities will submit City Water Balance Plans (CWBPs) online on a robust Mission portal of MoHUA.
  • Mission mandates implementation of 10% worth of funds allocated to million plus cities in PPP mode.
  • Pey Jal Survekshan will assess quality and quantity of water supplied to the citizens and will instill healthy competition among cities to provide better water related services to the citizens
  • Funding will be done to the States and Union Territories for project implementation, Administrative & Other Expenses. Project funds will be released in three instalments of 20:40:40.
  • Cities will also submit City Aquifer Management Plans with focus on maintaining positive ground water balance in aquifers.

MSME Ministry launches ‘SAMBHAV’ programme with 1300 colleges to spread entrepreneurship

  • Awareness programs will be conducted in more than 1,300 colleges across the country in which 1,50,000 students are expected to participate.
  • The mass outreach program will be a one-month long initiative under the Ministry of MSME in which students from different colleges/ITIs from all parts of the country will be encouraged by 130 field offices of the Ministry to take up entrepreneurship
