Cabinet Approvals - 18-08-2021

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the signing of a Memorandum of Understanding (MoU) between Permanent Mission of India to the WTO (PMI), Centre for Trade and Investment Law (CTIL) of the Indian Institute of Foreign Trade, and Centre for Trade and Economic Integration (CTEI) within The Graduate Institute of International and Development Studies, Geneva.

  • The MoU with CTEI of The Graduate Institute of International and Development Studies, Geneva will provide valuable academic and research opportunities to the employees of CTIL and the Department of Commerce in the field of international trade and investment law
  • The Indian Institute of Foreign Trade (IIFT) was established in 1963 as an autonomous body under the Ministry of Commerce & Industry to contribute in the skill building for the external trade sector of India. 

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, was apprised of a Memorandum of Understanding signed between the Indian Council of Medical Research (ICMR) and Foundation for Innovative New Diagnostics (FIND), Switzerland to strengthen the relation within the framework of the international scientific and technological collaboration and to promote cooperation in fields of mutual interest

  • ICMR is committed to make available funding up to $100,000 USD while FIND will make available funds up to $ 400,000 USD to local partners and researchers identified through Request for proposal (RFP).

Cabinet approves Memorandum of Understanding (MoU) between India and Bangladesh on cooperation in the field of Disaster Management, Resilience and Mitigation.

The MoU seeks to put in place a system, whereby both India and Bangladesh will be benefited from the Disaster Management mechanisms of each other and it will help in strengthening the areas of preparedness, response and capacity building in the field of Disaster Management.

Cabinet approves Memorandum of Understanding between India and United States of America on cooperation in the field of Geology

The MoU will provide an institutional mechanism between Geological Survey of India (GSI) and the Florida International University (FIU) on cooperation in the field of Geology.

  • Geological Survey of India (GSI) is one of the Organization under Survey of India which works under Ministry of Mines and Headqartered in Kolkata, West Bengal

Cabinet approves Ratification of Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer for phase down of Hydrofluorocarbons

The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi, has given its approval for ratification of the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer for phase down of Hydroflurocarbons (HFCs) by India, adopted by the Parties to the Montreal Protocol on October, 2016 at 28th Meeting of the Parties to the Montreal Protocol held at Kigali, Rwanda.

Benefits:

  • HFC phasedown is expected to prevent the greenhouse gas emissions, helping prevent climate change and would benefit the people.
  • The industry producing and consuming Hydrofluorocarbons will be phasing out Hydrofluorocarbons as per the agreed schedule under and transition to non-HFC and low global warming potential technologies.

Implementation strategy and targets:

  • National strategy for phase down of Hydrofluorocarbons as per the applicable phase down schedule for India will be developed after required consultation with all the industry stakeholders by 2023.
  • Amendments to the existing legislation framework, the Ozone Depleting Substances (Regulation and Control) Rules to allow appropriate control of the production and consumption of Hydrofluorocarbons to ensure compliance with the Kigali Amendment will be done by mid-2024

Major Impact: Hydrofluorocarbons phasedown is expected to prevent the emission of up to 105 million tonne of carbondioxide equivalent of greenhouse gases, helping to avoid up to 0.5 degree Celsius of global temperature rise by 2100, while continuing to protect the ozone layer.

Details:

  • Under the Kigali Amendment; Parties to the Montreal Protocol will phase down production and consumption of Hydrofluorocarbons, commonly known as HFCs.
  • Recognizing the growth in use of HFCs, especially in Refrigeration and Air-conditioning sector the Parties to the Montreal Protocol, reached agreement at their 28th Meeting of the Parties (MOP) held in October 2016 in Kigali, Rwanda to add HFCs to the list of controlled substances and approved a timeline for their gradual reduction by 80-85 per cent by the late 2040s.
  • India will complete its phase down of HFCs in 4 steps from 2032 onwards with cumulative reduction of 10% in 2032, 20% in 2037, 30% in 2042 and 80% in 2047.

Background:

The Montreal Protocol on Substances that Deplete the Ozone Layer, is an international environmental treaty for protection of the Ozone Layer by phasing out the production and consumption of man-made chemicals referred to as ozone depleting substances (ODS). The stratospheric ozone\ layer protects humans: and the environment from harmful levels of ultraviolet radiation from the sun.

India became a Party to the Montreal Protocol on Substances that Deplete the Ozone Layer on 19 June 1992 and since then has ratified the amendments to the Montreal Protocol. Though the present approval of the Cabinet, India will be ratifying the Kigali Amendment to the Montreal Protocol for phase down of Hydrofluorocarbons.

India has successfully met the phase out targets of all the Ozone Depleting Substances as per the Montreal Protocol Schedule


Cabinet approves implementation of National Mission on Edible Oils – Oil Palm

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its approval to launch a new Mission on Oil palm to be known as the National Mission on Edible Oils – Oil Palm (NMEO-OP) as a new Centrally Sponsored Scheme with a special focus on the North east region and the Andaman and Nicobar Islands

  • The proposed scheme will subsume the current National Food Security Mission-Oil Palm programme.

Financial Outlay: A financial outlay of Rs.11,040 crore has been made for the scheme, out of which Rs.8,844 crore is the Government of India share and Rs.2,196 crore is State share and this includes the viability gap funding also.

Targets Under the Scheme:

  • Under this scheme, it is proposed to cover an additional area  of 6.5 lakh hectare (ha.) for oil palm till the year 2025-26 and thereby reaching the target of 10 lakh hectares ultimately. 
  • The production of Crude Palm Oil (CPO) is expected to go upto 11.20 lakh tonnes by 2025-26 and upto 28 lakh tonnes by 2029-30.

Background:

Since 1991-92, many efforts have been made by the Government of India  to increase the production of oilseeds and oil palm. The oilseeds production has increased from 275 lakh tons in 2014-15 to 365.65 lakh tons in 2020-21. 

  • At present only 3.70 lakh hectares is under Oil Palm cultivation. Oil palm produces 10 to 46 times more oil per hectare compared to other oilseed crops and has yield of around 4 tons oil per ha

Silent Features:

  • There is a sunset clause for the scheme which is 1st November 2037.  
  • To give impetus to the North-East and Andaman, the Government will additional bear a cost of 2% of the CPO price to ensure that the farmers are paid at par with the rest of India. 
  • A substantial increase has been made for planting material for oil palm and this has increased from Rs 12,000 per ha to  Rs.29000 per ha.
  • To address the issue of shortage of planting material in the country, seed gardens will be provided assistance up to Rs.80 lakhs for 15 ha. in Rest of India and Rs.100 lakhs  for 15 ha in North-East and Andaman regions
  • Further, assistance for seed gardens @ Rs.40 lakhs and Rs.50 lakhs for Rest of India and North-East & Andaman regions respectively.


Cabinet approves revival of North Eastern Regional Agricultural Marketing Corporation Limited

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister has approved a revival package of Rs.77.45 crore (Rs. 17 crore towards fund based support and Rs.60.45 crore towards non-fund based support) for revival of North Eastern Regional Agricultural Marketing Corporation Limited (NERAMAC), a central Public Section Enterprises under the administrative control of Ministry of Development of North Eastern Regional (MDoNER).

  • After the implementation of revival of NERAMAC, employment will be generated both directly and indirectly in farming sector, projects and events management sector, logistics, sorting and grading and value addition, entrepreneurship and marketing. 
  • Direct or indirect employment for about 33,000 persons
  • NERAMAC HQ - Guwahati, Assam


USOF signs agreement with BSNL for high speed internet access to North Eastern States

Universal Service Obligation Fund (USOF) is the pool of funds generated by 5% Universal Service Levy that is charged upon all the telecom fund operators on their Adjusted Gross Revenue (AGR). 

This fund is deposited in the Consolidated Fund of India and is dispatched on the approval of the Indian Parliament.

USOF signs agreement with BSNL for high speed internet access to North Eastern States

India extends full support to the UK for a successful COP26 to be held in Glasgow in November.

The Environment Minister had a detailed meeting with Mr. Alok Sharma , COP26 President-Designate, UK in New Delhi

  • The Environment Minister also mentioned about the global initiatives spearheaded by India under the leadership of Prime Minister Shri Narendra Modi for tackling climate change viz. Leadership Group for Industry Transition (LeadIT), Coalition on Coalition Disaster Resilient Infrastructure (CDRI) and International Solar Alliance (ISA).

Leadership Group for Industry Transition (LeadIT)

The Leadership Group for Industry Transition (LeadIT) gathers countries and companies that are committed to action to achieve the Paris Agreement. It was launched by the governments of Sweden and India at the UN Climate Action Summit in September 2019 and is supported by the World Economic Forum.

  • LeadIT members subscribe to the notion that energy-intensive industry can and must progress on low-carbon pathways, aiming to achieve net-zero carbon emissions by 2050.
  • The Management Board is made up of representatives from Sweden, India, and the World Economic Forum. A Technical and Expert Committee, made up of LeadIT member representatives, advises the Board.
  • The Management Board  also decides on the workplan of the Secretariat. 
  • The Secretariat is responsible for managing the work of the Leadership Group and is hosted by Stockholm Environment Institute (SEI).

Coalition for Disaster Resilient Infrastructure (CDRI)

  • Prime Minister of India, Shri Narendra Modi announced a global Coalition for Disaster Resilient Infrastructure (CDRI), at the UN Climate Action Summit 2019 held in New York City, USA, on September 23, 2019.
  • As of 28 January 2021, the country members are Afghanistan, Argentina, Australia, Bhutan, Chile, Fiji, France, Germany, India, Italy, Jamaica, Japan, Maldives, Mauritius, Mongolia, Nepal, Peru, Sri Lanka, Turkey, United Kingdom, United States of America.
  • CDRI aims to promote the resilience of infrastructure systems to climate and disaster risks, thereby ensuring sustainable development
  • Membership in the CDRI is open to all entities, subject to the approval of the governing council. 

Shri Mansukh Mandaviya chairs Aarogya Dhara 2.0 on 2 Cr treatments under Ayushman Bharat-Pradhan Mantri Jan Aarogya Yojana

The following key initiatives were also launched on the occasion.

  • Adhikar Patra: to be issued to the beneficiaries during their hospital admissions for treatment under PM-JAY scheme to make them aware about their rights so that they can claim free and cashless healthcare services upto Rs 5 lakhs under the scheme.
  • Abhinandan Patra: a ‘thank you note’ to be issued to the beneficiaries during their discharge after the treatment under PM-JAY for availing the benefits of AB PM-JAY scheme. The Abhinandan Patra is also accompanied by a feedback form to be filled in by the beneficiary regarding the service they received under the scheme.
  • Ayushman Mitra: Another key initiative launched which provides an opportunity to all citizens to contribute to the vision of Ayushman Bharat by helping eligible people to get their Ayushman Cards created and bring them under the ambit of the scheme. 
  • This can be done by logging in to https://pmjay.gov.in/ayushman-mitrato create Ayushman Mitra ID which can then be shared with eligible people. While getting Ayushman Cards and while availing treatments under the scheme the Ayushman Mitra ID can be shared by beneficiaries to CSC/empaneled hospital.

Centre Notifies RoDTEP Scheme Guidelines and Rates

Centre has today notified RoDTEP Scheme Guidelines and Rates (Remission of Duties and Taxes on Exported Products). The scheme for zero rating of exports will boost our exports & competitiveness in the global markets .The rates of RoDTEP will cover 8555 tariff lines.

  • Remission of Duties and Taxes on Exported Products (RoDTEP) is one such reform, based on the globally accepted principle that taxes and duties should not be exported, and taxes and levies borne on the exported products should be either exempted or remitted to exporters.

Scheme is to be implemented by Customs through a simplified IT System. Rebate will be issued in the form of a transferable duty credit/ electronic scrip (e-scrip) which will be maintained in an electronic ledger by the Central Board of Indirect Taxes & Customs (CBIC).

  • RoDTEP support will be available to eligible exporters at a notified rate as a percentage of Freight On Board (FOB) value. Rebate on certain export products will also be subject to value cap per unit of the exported product.
